Update on jobs bills from CLASP

1) ?Jobs for Main Street Act of 2010?  [Dead] The House passed this version of HR 2847 (which was originally the Commerce-Justice appropriations bill in December 2009)

This would have extended COBRA and UI, and expanded the refundable child tax credit, among other things. 

2)  ?The Hiring Incentives to Restore Employment (HIRE) Act? [Likely to be enacted this week]

On February 24th, the Senate voted to replace the House version of HR 2847 with this much smaller bill (about $17 billion), which would primarily provide businesses hiring new workers who had been unemployed with a payroll ax credit.  On March 4th, the House passed the Senate version of the bill, but with some small changes, mostly to the offsets, that mean it must be passed by the Senate again.   On March 15, the Senate approved a cloture vote, setting it up for a final vote on Wednesday, March 17.

3) ?Temporary Extension Act of 2010? [Enacted] H.R. 4691.  Passed House February 25, 2010.  Passed Senate and signed into law, March 2, 2010.

This extended UI and COBRA benefits for one month, and also addressed certain other expiring provisions.

4) ?American Workers, State, and Business Relief Act of 2010?  [Pending House action;  must be enacted by end of month, or another temporary extension will be needed on UI/COBRA] http://finance.senate.gov/sitepages/leg/LEG%202010/030110_Workers_State_Business_Relief_Act.pdf

HR 4213.  Started out in House as a tax extender bill  (passed 12/9/09), but Senate passed substitute amendment  (SA 3336, passed 3/10/10) adding provisions including UI/COBRA extension through end of 2010, and 6 month FMAP extension.

?     Unclear on next steps from House side.

?     While this is the bill where the Senate rejected the Murray-Kerry amendment to extend summer jobs and the TANF Emergency Fund, the House may still use it to restore these funds.

5) ?Local Jobs for America Act? [Recently introduced] Introduced by George Miller, who chairs the Ed and Labor Committee,  on 3/10/2010 http://edlabor.house.gov/blog/2010/03/local-jobs-for-america-act.shtml

?     Bill text not yet available.    Provides $75 billion over two years to local communities to hire vital staff; funding for 50,000 on-the-job private-sector training positions; $23 billion this year to help states support 250,000 education jobs; $1.18 billion to put 5,500 law enforcement officers on the beat; $500 million to retain, rehire, and hire firefighters
