The Coalition promotes public policies that build the skills of adult workers, meet employer skill needs, and strengthen the workforce system to ensure opportunity and prosperity for Ohio families.

CLASP-TANF-EF FW: Early Findings from Evaluation of Put Illinois to Work

> In its relatively brief existence:
> * PITW has put 27,393 low-income, unemployed and underemployed Illinoisans to work, through 4,280 employers, and has paid nearly $107 > million in wages.
> * Each trainee-worker has been employed for 11.5 weeks on average. >
> * On average during each two-week pay period, nearly $9 million
> in wages are paid to trainee-workers. In the peak months of July and August, over $15 million in wages were paid on average each pay period. >
> PITW employers faced difficult business conditions as a result of the recession: >
> * The majority of employers who participated are for profit
> corporations (42%) and nonprofits (31%) and are primarily very small businesses; two thirds of worksites had fewer than 15 employees before involvement with PITW, and over 90% had fewer than 100 employees. >
> * Over 1 in 4 employers (28%) report that their business was > financially unhealthy or very unhealthy before PITW.
> * Over two thirds (69%) experienced cash flow problems, over
> half experienced reductions in sales (53%), and 44% had an increase in customers paying late or not at all. >
> * PITW employers implemented a variety of measures to weather
> the recession: 39% report reducing employee hours, 37% report freezing hiring, and 32% report implementing layoffs. >
> The trainee-workers in the program were struggling with unemployment and extremely low-incomes at the time of entry into PITW: >
> * 39% of the trainee-workers did not work in the 2 years prior > to enrolling in PITW.
> * The average length of unemployment for trainee-workers was > 15.4 months.
> * Nearly one third (32%) of trainee-workers report that their > household had no income in the month prior to entering PITW. >
> PITW benefited employers by improving financial health, increasing > quality of work, and increasing productivity:
> * 57% report that the financial health of their business was > better or somewhat better following participation in PITW, and 47% > attributed at least half of that improvement directly to PITW. >
> * 63% have seen the quality of their work improve as a result of having PITW trainee-workers. >
> * 68% have been able to serve more customers as a result of > having PITW trainee-workers.
> Trainee-workers experienced immediate positive employment and income effects from PITW: >
> * 87% of trainee-workers report PITW was important in helping > them make ends meet.
> * 78% report that PITW taught them new skills.
> * 75% report that PITW saved them from likely unemployment. >
> The vast majority of trainee-workers (92%) and employers (88%) indicate that they would participate in PITW or a similar program if it were offered again. Over half (52%) of employers report that they would permanently hire half to all of their trainee-workers if they were financially able to do so. However, considering their financial > situation, only 13% report that they will be able to do so. >
